Maritime Domain Awareness

Increasing maritime threats, such as terrorism, piracy, drug smuggling and illegal immigration, have highlighted the need for a meaningful improvement in maritime surveillance and security systems.

For each country the control of its Exclusive Economic Zone (EEZ) is crucial to assert its sovereignty, ensuring the safety of its costs or its industrial facilities (Oil platforms, for example) but also preserve and protect its natural resources (fishing , raw materials).

However, the conventional means do not allow nations to effectively and reliably ensure that mission. Indeed, while the coastal radar use is fairly widespread, this technology has a major limitation because of its coverage area.

Coastal radars are limited to radar line of sight and have to be installed on very high point for long detection range. In any case, they cannot reach more than 100-120km (while installed at 100m of altitude).

To cover the actual EEZ (200NM), Nations use projection manned assets such as Maritime Patrol Aircrafts, OPVs and frigates. All these assets are costly and have important limitations:

  1. They are not consistent,

    MPA cannot fly forever; they have to gas-up, same for ships.
    Satellites can fly over zone of interest only few times a day,

  2. They have limited range,

    Sensors on ships have a line of sight issue and MPA cover only 15 to 20NM around their position

  3. They are expensive,

    MPA and ships are expensive assets in terms of procurement, gas, and human resources.
    As well, those assets have very high life cycle cost.

With those assets, Maritime Domain Awareness and EEZ control are very expensive and not really efficient.
